Despite receiving tens of millions in public funds and support over four decades, the commercial seal hunt is at one of the lowest points in history. The EU trade regulation on seals had to be revised in response to the findings of a recent World Trade Organization (WTO) appellate body decision. As in an earlier first instance ruling, the WTO found that moral considerations &mdash; including concerns about animal welfare &mdash; can justify trade restrictions.
