An action plan for the U.S. Government

This document describes each of the issues and threats that whales face (commercial whaling, ship strikes, fishing gear entanglement, environmental toxicity, ocean noise, climate change), reviews some of the steps that have already been taken to address them, and makes recommendations for appropriate next steps that the United States should take. We also take a step back to look at some broader potential policy and management actions that can be taken beyond the purview of the specific issues or threats that have just been identified.
