1 Analysis of the Chinese Ivory Registration and Certification System

Conclusions:

  • Loopholes compounded by lack of enforcement resources and capacities mean that China's system and its implementation are far from adequate despite the Chinese Government's commitment to the issue.
  • IFAW therefore disagrees with the Secretariat’s conclusion that China's ivory trade control system meets the conditions required under CITES.
  • Since China is the single largest market for ivory in the world, it is too important a market to assume that the system is "demonstrably effective", as suggested by the Secretariat.
